ตามประกาศของสำนักงานการบินพลเรือนแห่งประเทศไทย เรื่องแนวปฏับัติสำหรับผู้ดำเนินการเดินอากาศที่ทำการบินมายังประเทศไทย วันที่ 19 มีนาคม 2563 ข้อ 4 กรณีคนไทยที่ประสงค์จะเดินทางไปประเทศไทยจะต้องใช้ใบรับรองแพทย์

(FIT TO FLY) และหนังสือรับรองการเดินทางจากสถานเอกอัครราชทูต/สถานกงสุลใหญ่ นั้น

คนไทยที่อาศัยอยู่ในแคนาดาหรือประเทศในแถบแคริบเบียนสามารถขอหนังสือรับรองการเดินทางจากสถานเอกอัครราชทูต ณ กรุงออตตาวา โดยมีขั้นตอนดังต่อไปนี้

1. ดาวน์โหลด แบบฟอร์มลงทะเบียนคนไทยที่จะเดินทางกลับประเทศไทย ที่ลิงค์

2. กรอกแบบฟอร์มให้ครบถ้วน โดยเฉพาะที่อยู่และหมายเลขโทรศัพท์ที่ติดต่อได้ทั้งในประเทศไทยและแคนาดา

อีเมล์ วันเดินทางและเที่ยวบินที่ตรงกับบัตรโดยสารเครื่องบิน (หนึ่งคนต่อหนึ่งแบบฟอร์ม)

3. อีเมล์เอกสารดังต่อไปนี้ โดยส่งเอกสารสแกนหรือรูปถ่ายที่ชัดเจนมายัง [email protected]

1. แบบฟอร์มที่กรอกข้อมูลครบถ้วนแล้ว (Registration form for returning Thai citizens)

2. ใบรับรองแพทย์ (FIT TO FLY)

ทั้งนี้ ผู้ที่ประสงค์จะเดินทางกลับไทยภายใต้เงื่อนไขประกาศ กพท. ฉบับใหม่ จะต้องมีใบรับรองแพทย์ Fit to Fly และลงทะเบียนกับสถานทูตฯ ล่วงหน้า อย่างน้อย 72 ชั่วโมง ก่อนเวลาเดินทาง

ผู้ที่ประสงค์จะลงทะเบียนหลังวันที่ 25 มีนาคม 2563 จะต้องดำเนินการผ่านระบบลงทะเบียนของกรมการกงสุล ซึ่งสถานทูตฯ จะแจ้งให้ทราบต่อไป

3. หน้าช้อมูลหนังสือเดินทางที่มีรูปถ่ายของผู้เดินทาง (passport biodata page)

4. บัตรโดยสารเครื่องบิน (confirmed air ticket)

4. เมื่อสถานเอกอัครราชทูตฯ ได้รับข้อมูลที่ครบถ้วนแล้ว จะใช้เวลาทำการไม่เกิน 3 วันทำการ และจะส่งหนังสือรับรองการเดินทางคืนผ่านอีเมล์ที่ประสานมาต่อไป

จึงประกาศมาให้ทราบโดยทั่วกัน

Apply for the Intent to Return Form (Travelling within 72 hours only)

Referring to the Notification of the Civil Aviation Authority of Thailand (CAAT) on Practical Guideline for Air Operators Performing Flights into the Kingdom of Thailand dated 19 March 2020. Under section 4, Thai nationality are required to provide (1) a health certificate stating that the person is fit to fly and (2) a certified Intent to Return form issued by the Royal Thai Embassy or Thai Consulate-General for returning Thai nationality from abroad.

For the time being, all Thai nationals residing in Canada and Caribbean countries may request for the Intent to Return form from the Royal Thai Embassy Ottawa by following these steps:

1. Download the "Registration Form for Returning Thai Citizen." please click here to download the form.

2. Fill out the form completely, in particular, reachable contact telephone number, address, in Thailand and Canada, email, departure and arrival date, flight time, flight no. and airline operator.

3. Email the following documents to [email protected] (Scanned or clear picture)

1. Complete Registration Form for Returning Thai Citizen

2. Health Certificate (fit to fly)

3. Passport biodata page

4. Confirmed air ticket

4. Once the Embassy has fully received the documents, it will take at least 3 working days to process and the Intent to Return form will be sent back via email.

Please note that an online registration portal will be available from 26 March 2020 onward and a link will be provided in due time. However, please note that once the link is up, all Thai nationals will need to complete their travel pre-registration at least 72 hours (3 Days) prior to their scheduled flight. Meaning, they are encouraged to pre-register even if their flight is within the upcoming week or two. At the moment it is anticipated that once the pre-registration has been received, the Embassy will be able to issue the Letter of Intent within 72 hours time frame. For example, if you are scheduled to travel on 29 March 2020, you should pre-register online by 26 March 2020.
